Make sure the height of the rooms inside the building is only 2 blocks high, or else endermen will spawn and screw up the building.
ISN'T WORKING? READ THIS:
-Hostile mobs will not spawn within 24 blocks of you
-Make sure there is no light inside the tower/building
-Make sure the tower isnt too small
-The drowning area has to be 3+ blocks low(if they're not drowning, make it deeper)
-Mobs will not always spawn immediately after you build it
